ANALYSIS AND MANAGEMENT OF ENVIRONMENTAL RISKS IN COASTAL ZONES

COURSE OBJECTIVES

The objective of the course is to present a set of innovative tools and methods for environmental risks analysis and management in coastal zones. The participants will be taught the principles and applications of these tools and will learn how to use some of them on a pre-defined case study. Participants will be asked to think how these tools may be combined in an overall approach of risk management. A field-trip will be organized during which the participants will be asked to put into practice the methods learned during the course.




Course duration:

The duration of the course will be for 7 days (including 2 days field-trip).



Course content:

1/ Introduction: Environmental risks in coastal zones: (1 half day)

- Course: Contributions and articulation of the methods in an overall process



- Presentation of the Antonina bay case study (Prof. Frédéric Bertrand) - 1 half-day

The case study of Antonina bay will be used as example for all tutorials of this course



2/ Risk analysis (Prof. Frédéric Bertrand) – 4 half-days

- Course: Introduction to the science of danger, the Cindynics (from the Greek kindunos, "danger")



- Tutorial: Application of risk analysis to the Antonina bay

o Exercise: identification and quantification of risk elements and their potential impacts

o Drafting of the hyperspaces of actors



- Course : Geosystemic approach of environmental risks (Prof. Frédéric Bertrand)

o Application to continental environment

o Application to costal environment



3/ Scenario analysis through simulation model for risk management (Dr. Nicolas Becu) - 5 half-days

- Course: Modeling interactions between actors and environment: principles and applications (multi-agents systems)



- Tutorial: Building a conceptual model on the erosive risks in Antonina bay

o Formalizing interactions between farming practices and erosive processes

o Scenario analysis through computer simulation



- Tutorial: Role-playing game applied to erosive risk management in Antonina bay

o The students play a role-game and their acts and strategies are analyzed and discussed

o Debriefing: analysis of actors coordination rules for efficient risk management



4/ Field trip: Practical on a case study (Dr. Becu, Prof. Bertrand, Prof. Polette) - 4 half-days

- Characterization of the studied environment

- Identification of the stakes

- Identification of involved stakeholders, of practices causing risks and deficits in risks management

- Baia da Babitonga (North coast of Santa Catarina)

- Florianópolis (Central Coast of Santa Catarina)
